DAPA Scheme Recruitment

The Debt Advice Peer Assessment Scheme (DAPA) is currently recruiting experienced specialist debt advisers to support the delivery of the DAPA assessment process.  There are opportunities available for the following positions:

  • Peer Assessors
  • Scheme Quality Manager

Recognising Excellence (RE) holds contractual responsibility with The Money and Pensions Service (MAPS), previously The Money Advice Service, to deliver its Debt Advice Peer Assessment Scheme (DAPA); its purpose is to improve the quality and consistency of debt advice. To ensure this is achieved, RE requires a team of experienced Peer Assessors to conduct assessments across MAPS funded organisations.

The closing date for applications is Friday 31st May 2019 at 12noon.

Overview of the DAPA Scheme:

The DAPA Scheme incorporates three key core strands to reflect the varying channels of advice provision available:

  • Face to Face
  • Telephone
  • Webchat

The principles of the assessment process and Scheme delivery can be identified as:

  • Transparent assessment process, using non-conflicted and impartial specialist debt advisers acting as Peer Assessors
  • Quality of advice is considered through a blend of:

o   Assessment of a sample of closed case files – a remote desktop-based activity

o   Site based assessment activity to reflect the varying delivery model of telephone advice

o   Site based observations of debt advice sessions

  • Provision of comprehensive and constructive feedback (both verbal and written) to enable organisations to understand and act upon assessment findings and develop an action plan for implementation
  • All activity is delivered within a controlled Service Level Agreement
  • Transparency of assessment findings which are shared with both Money Advice and Pensions Service as the funder, and also Suppliers (Lead Organisations) where applicable
  • Working as part of a wider team comprising Assessors, Quality Assurance and Moderators, RE Support staff.

Peer Assessor Vacancies:

Peer Assessors are the face of the DAPA Scheme and are expected to promote and champion the scheme; acting as ambassadors. They have a critical role in assessing the quality of advice delivered by MAPS funded organisations giving a fair, comprehensive, transparent assessment and providing constructive feedback for quality improvement. Successful applicants undergo a detailed training programme that equips them with the necessary skills and knowledge to successfully undertake the role, which is supporting by on-going quality assurance and moderation activities.

We are seeking to recruit additional resources to join the existing team of Peer Assessors and are now inviting applications from those individuals who are interested in the role and meet the essential requirements as defined with the Person Specification.

Applications are invited from both employed specialist caseworkers and freelance advisers who meet the defined person specification.  There are a number of opportunities available for successful applicants, including:

  • RE Employed Assessors

Successful applicants will be offered an employment contract directly with RE.  Consideration should extend to the person specification (available below).

  • Day-release arrangement with MAPS Funded Organisation

An arrangement made directly with a Debt Advisers employer organisation where a set number of days* are agreed for participation with the Scheme for both assessment and training/quality assurance activities. Time allocation will typically need to be in 2-3-day slots. The employer organisation will be reimbursed for the Advisers time, enabling the time away from the office on Scheme duties to be back-filled. Where an individual is employed, it is essential that their application and intention to apply is discussed with their employer, to ensure commitment is obtained to allocating appropriate time to the role.

*Minimum expectation would be 40 days

  • Freelance Assessors

This opportunity would suit those Advisers working part-time* or those that have experience within the sector, but who are no-longer in a client facing role.

*The Scheme will not consider a freelance arrangement for those individuals who are intending to maintain a full-time working pattern elsewhere.

Application Overview:

Individuals that are interested in applying should consider the requirements of Job Description and Person Specification. An application form should be completed and returned to confirm your interest.

Final selection and appointment of the team will ensure a sufficient range of suitably experienced Peer Assessors covering the breadth and depth of the country to address any conflicts of interest with Scheme participants, and to manage the logistical arrangements of site-based assessment activity.

Closing date for applications is Friday 31st May 2019 at 12noon.
